The CIR team is glad to invite you to join us in our conversation with Dr. Elif Biber (University of Luxembourg) for an online lecture on The Phantom Influence of Artificial Intelligence Systems. The event will take place on the 19th of May, from 4 to 6pm.
Dr. Biber, who is a longtime member of CIR, will analyse the challenge that artificial intelligence systems pose to a primavera digitale by introducing the notion of phantom influence as a form of power that is decentralized, opaque, and continuously evolving. The concept highlights how the boundaries between public and private power have been blurred, making it difficult to attribute responsibility while simultaneously affecting the effective exercise of fundamental rights. By focusing on the structural conditions of digital environments and their impact on fundamental rights through an Arendtian lens, Dr. Biber argues that the invisibility of this influence undermines the contestability and collective dimension of rights, and calls for a rethinking of existing legal and constitutional frameworks.
